    Statele Părţi la prezentul Memorandum,
    întenţionând să promoveze dezvoltarea bunei guvernări, să consolideze statul de drept şi să promoveze drepturile omului în Republica Moldova,
    dorind să promoveze integrarea europeană a Republicii Moldova şi să susţină obiectivele Planului de Acţiuni UE - Republica Moldova, precum şi să consolideze cooperarea bilaterală,
    ţinând cont de recentele contacte bilaterale privind posibila cooperare dintre Guvernul Regatului Norvegiei şi Guvernul Republicii Moldova în domeniul justiţiei, care a fost discutată şi în cadrul vizitei experţilor norvegieni la Chişinău în primăvara anului 2006,
    luând în consideraţie interesul comun al Guvernului Republicii  Moldova şi Guvernului Regatului Norvegiei în dezvoltarea viitoarei cooperări în vederea consolidării în continuare a stabilităţii şi eficacităţii instituţiilor care garantează statul de drept în Republica Moldova,consemnând că Guvernul Regatului Norvegiei doreşte să delege un grup de experţi în domeniul justiţiei în Republica Moldova şi să asigure toată asistenţa externă necesară pentru implementarea proiectelor comune,luând act de faptul că experţii norvegieni din domeniul justiţiei vor lucra în strînsă cooperare şi cu suportul Guvernului Republicii Moldova în domeniile convenite în vederea consolidării statului de drept,
    au convenit asupra celor ce urmează:
    1. Guvernul Regatului Norvegiei va contribui cu un număr de specialişti în domeniul justiţiei şi statului de drept pentru o perioada de 2-3 ani. Numărul experţilor poate varia de la 2 la 8 pentru perioada proiectului.
    2. Grupul de experţi va asista inter alia următoarele domenii:
    Consolidarea competenţelor Ministerului Justiţiei, Ministerului Afacerilor Interne, sistemului judecătoresc, Procuraturii Generale, juriştilor şi altor profesii juridice în vederea creşterii eficienţei instituţiilor care garantează drepturile omului şi statului de drept în Republica Moldova în conformitate cu angajamentele şi obiectivele de integrare europeană a Republicii Moldova.
    3. Părţile acestui Memorandum vor comunica cu regularitate în vederea asigurării că cooperarea se derulează în conformitate cu aşteptările fiecărei Părţi şi vor stabili domeniile prioritare în care experţii norvegieni vor lucra cu instituţiile moldoveneşti.
    4. Guvernul Republicii Moldova va asigura pentru experţii norvegieni permise şi condiţii bune de muncă.
    5. Prezentul Memorandum stabileşte cadrul pentru desfăşurarea proiectului privind consolidarea statului de drept din data semnării.
    Prezentul Memorandum este semnat la Chişinău, la 3 mai 2007, în două exemplare originale în limba engleză, ambele fiind egal autentice.

MOLDOVA AND THE GOVERNMENT OF THE KINGDOM

OF NORWAY ON THE NORWEGIAN CONTRIBUTION

TO STRENGTHENING THE RULE OF LAW IN THE

REPUBLIC OF MOLDOVA

 

    The Government of the Republic of Moldova and the Government of the Kingdom of Norway,
    desirous of promoting the development of good governance, strengthening the rule of law and promoting human rights in the Republic of Moldova,
    desirous of promoting the European integration of the Republic of Moldova and of supporting the aims of the EU-Moldova Action Plan, as well as strengthening bilateral cooperation,
    referring to recent bilateral contacts on possible cooperation between the Government of the Republic of Moldova and the Government of Kingdom of Norway in the justice sector, which was also discussed during the visit of Norwegian experts to Chisinau in the spring of 2006,
    considering that the Government of the Republic of Moldova and the Government of the Kingdom of Norway have a common interest in developing further these contacts, with the aim of further strengthening the stability and effectiveness of institutions guaranteeing the rule of law in the Republic of Moldova,
    noting that the Government of the Kingdom of Norway is willing to send a team of Norwegian rule of law experts to the Republic of Moldova, and provide necessary external assistance for the implementation of common projects,
    noting also that the Norwegian rule of law experts will work closely with and with the full support of the Government of the Republic of Moldova in agreed areas to strengthen the rule of law, as outlined below,
    have agreed as follows:
    1. The Government of the Kingdom of Norway will contribute with a number of specialized rule of law experts over a period of 2-3 years. The number of rule of law experts may vary from 2-8 during the project period.
    2. The team of rule of law experts will assist inter alia in the following areas:
    Competence building within the Ministry of Justice, the Ministry of Internal Affairs, the judicial system, the General Prosecutor's Office and the legal profession, with the aim of increasing the efficiency of the institutions guaranteeing human rights and the rule of law in the Republic of Moldova in line with Moldova's European objectives and commitments.
    3. The Parties to this Memorandum will communicate on a regular basis to ensure that the cooperation proceeds according to each Party's expectations and will establish the priority areas where Norwegian experts will work with Moldovan institutions.
    4. The Government of the Republic of Moldova will provide the necessary working permits and ensure good working conditions for the rule of law experts involved in the project.
    5. This Memorandum of Understanding establishes the framework for the mentioned rule of law project from the date of its signature.
