    Luând în considerare demersul Guvernului Republicii Moldova privind implicarea CSCE în reglementarea paşnică a conflictului de pe malul stâng al Nistrului a Republicii Moldova în toate aspectele sale; şi urmare a deciziilor luate de către Comitetul Înalţilor Funcţionari ai CSCE privind stabilirea Misiunii CSCE în Moldova din 4 februarie 1993 şi privind aprobarea competenţelor Misiunii din 28 aprilie 1993, Şeful Misiunii şi Guvernul Republicii Moldova au ajuns la următoarea înţelegere:
    Misiunea are sarcina de a:
    - facilita stabilirea unui cadru politic comprehensiv de dialog şi negocieri, asista părţile în conflict în vederea reglementării politice durabile a conflictului, consolidând independenţa şi suveranitatea Republicii Moldova de rând cu atingerea unei înţelegeri privind statutul special al regiunii transnistrene;
    - colecta şi furniza informaţii cu privire la situaţia în regiune, inclusiv situaţia militară, examinarea incidentelor specifice şi evaluarea implicaţiilor politice ale acestora;
    - încuraja Statele participante interesate în continuarea negocierilor asupra unui acord cu privire la statutul şi la retragerea imediată, ordonată şi completă a trupelor străine;
    - acorda consultanţă şi expertiză, precum şi a oferi un cadru pentru alte contribuţii la astfel de componente ale reglementării politice cum ar fi respectarea efectivă a obligaţiilor internaţionale şi angajamentelor privind drepturile omului şi minorităţilor, transformarea democratică, repatrierea refugiaţilor, definirea unui statut special al regiunii transnistrene;
    - iniţia o prezenţă vizibilă a CSCE în regiune şi a stabili contacte cu toate părţile implicate în conflict, autorităţile şi populaţia locală.
    În acest scop, Guvernul Republicii Moldova va oferi Misiunii toată informaţia şi va coopera în deplină măsură, după necesitate, pentru realizarea obiectivelor Misiunii.
    Misiunea va deschide oficii în Bender şi/sau Tiraspol şi va activa predominat în regiunea de pe malul stâng al Nistrului a Republicii Moldova, cu sediul central stabilit în Chişinău.
    Iniţial Misiunea va fi compusă din opt membri. în caz de necesitate, Misiunea poate fi mărită, conform deciziei Comitetului Înalţilor Funcţionari şi în urma consultărilor cu  Guvernul Republicii Moldova. Guvernul Republicii Moldova va fi informat în prealabil despre componenţa Misiunii. Şeful Misiunii va pune la dispoziţia Guvernului Republicii Moldova lista membrilor Misiunii şi va informa despre sosirea şi plecarea acestora.
    Misiunea va activa pentru o perioadă iniţială de şase luni de la data semnării acestui Memorandum de înţelegere. Urmare a recomandării Şefului Misiunii, durata Misiunii poate fi extinsă după expirarea perioadei iniţiale, în corespundere cu decizia Comitetului înalţilor Funcţionari şi în urma consultărilor cu Guvernul Republicii Moldova.
    Membrii Misiunii nu vor purta arme.
    Membrii militari ai Misiunii pot purta, în mod corespunzător, uniforma militară naţională a acestora.
    Guvernul Republicii Moldova va ajuta membrii Misiunii să se deplaseze în orice parte a locului de acţiune a Misiunii şi să aibă acces la autorităţile centrale şi locale, comandanţii militari locali şi populaţia locală.
    Guvernul Republicii Moldova va pune la dispoziţia Misiunii gratuit spaţii adecvate pentru oficii şi locuinţe membrilor Misiunii.
    În scopul desfăşurării activităţilor lor, membrii Misiunii vor avea acces la echipament adecvat de telecomunicaţii al Republicii Moldova, inclusiv pentru comunicarea cu reprezentanţele diplomatice şi consulare ale statelor trimiţătoare. Membrii Misiunii se vor bucura de dreptul de comunicare nelimitată prin mijloacele de comunicare proprii (inclusiv prin satelit, telefonie mobilă şi radiotelefonie). După semnarea acestui Memorandum de înţelegere, autorităţile moldoveneşti competente vor asigura, fără întârziere, frecvenţele de funcţionare a radiotelefoanelor Misiunii.
    Guvernul Republicii Moldova, în cooperare cu cealaltă parte în conflict, va fi responsabil de securitatea Misiunii şi a membrilor acesteia.
    În vederea desfăşurării activităţilor sale, Misiunea şi membrii acesteia, precum şi vehiculele şi echipamentul său se vor bucura de libertatea de circulaţie nelimitată.
    Persoanele sau grupurile de persoane ce doresc să stabilească contacte cu Misiunea sau cu membrii acesteia pot face acest lucru fără restricţii.
    În timpul desfăşurării activităţilor, membrii Misiunii vor fi însoţiţi, la solicitarea acestora, de către unul sau mai multe persoane de escortă, desemnate de către Guvernul Republicii Moldova. Escorta va asista membrii Misiunii în exercitarea funcţiilor lor.
    Guvernul Republicii Moldova va acorda membrilor Misiunii cartele diplomatice de acreditare şi plăci de înmatriculare diplomatice pentru vehiculele lor. Adiţional, membrii Misiunii, oficiile, precum şi vehiculele pot avea semne distinctive de identificare CSCE, care vor fi comunicate tuturor autorităţilor relevante.
    Membrii Misiunii se vor abţine de la orice activităţi incompatibile cu natura nepărtinitoare a obligaţiilor acestora.
    Membrii Misiunii se vor bucura de aceleaşi drepturi, privilegii şi imunităţi precum cele acordate de către Guvernul Republicii Moldova misiunilor diplomatice şi personalului acreditat în Moldova, în conformitate cu     Convenţia de la Viena din 1961 privind Relaţiile Diplomatice. în particular, oficiul Misiunii şi alte edificii şi vehicule vor fi inviolabile.
    Privilegiile şi imunităţile vor fi acordate membrilor Misiunii pe durata misiunii acestora, şi respectiv, pentru acţiunile întreprinse anterior în timpul misiunii.
    Guvernul Republicii Moldova recunoaşte dreptul Misiunii şi membrilor acesteia de a importa, fără taxe sau alte restricţii, echipament, provizii, rechizite şi alte bunuri destinate pentru utilizarea exclusivă de către Misiune şi membrii acesteia, precum şi de a reexporta sau de a dispune de acest echipament în orice alt fel.
    În caz de necesitate, Misiunea poate angaja personal local auxiliar. La cerere, Guvernul Republicii Moldova va facilita angajarea de către Misiune a personalului local calificat. Personalul auxiliar al Misiunii se va bucura de acelaşi statut ca cel al personalului local angajat de către Ambasade.

    REZOLUŢIA ADOPTATĂ DE ADUNAREA GENERALĂ
    50/155. Conferinţa statelor părţi la Convenţia cu privire la drepturile copilului
    Adunarea Generală,
    recunoscând importanţa Comitetului pentru drepturile copilului şi contribuţia preţioasă adusă de membrii săi la examinarea şi observarea aplicării Convenţiei cu privire la drepturile copilului de către statele părţi,
notând cu satisfacţie că prezenta Convenţie cu privire la drepturile copilului numără în prezent 182 de state părţi, cifră apropiată de ratificarea universală,
observând că amendamentul la articolul 43 alineatul 2 din Convenţie a fost adoptat de către Conferinţa statelor părţi la Convenţie.
    1. Aprobă amendamentul la articolul 43 alineatul 2 din Convenţia cu privire la drepturile copilului, care constă în substituirea cuvântului „zece” cu cuvântul „optsprezece”.
    2. Solicită statelor părţi să ia măsurile necesare astfel încât acceptarea de către două treimi din majoritatea statelor părţi să fie realizată cât mai curând posibil, în scopul intrării în vigoare a amendamentului.

    Taking into account the request of the Government of the Republic of Moldova for a CSCE involvement in a peaceful negotiated settlement of the conflict in the Left Bank Dniester Areas of the Republic of Moldova in all its aspects; and pursuant to the decisions taken by the Committee of Senior Officials of the CSCE on 4 February 1993 to establish the CSCE Mission to Moldova and on 28 April 1993 approving terms of reference of ihe Mission, the following understanding has been reached by the Head of the Mission and the Government of the Republic of Moldova:
    The aims of the Mission are:
    - facilitate the establishment of a comprehensive political framework for dialogue and negotiations and assist the parlies to the conflict in pursuing negotiations on a lasting political settlement of the conflict, consolidating the independence and sovereignty of the Republic of Moldova along with an understanding about a special status for the Trans-Dniester region;
    - gather and provide information on the situation, including the military situation, in the region, investigate specific incidents and assess their political implications;
    - encourage the participating States concerned in pursuing negotiations on an agreement on the status and the early, orderly and complete withdrawal of foreign troops;
    - provide advice and expertise, as well as a framework for other contributions, on such parts of a political settlement as effective observance of international obligations and commitments regarding human and minority rights, democratic transformation, repatriation of refugees, definition of a special status of the Trans-Dniester region;
    - initiate a visible CSCE presence in the region and establish contact with all parties to the conflict, local authorities and local populations;
    To this end the Government of the Republic of Moldova will provide the Mission with all information and extend full co-operation as necessary for the accomplishment of the Mission's objectives.
    The Mission will establish offices in Bendery and/or Tiraspol and operate predominantly in the Left Bank Dniester Areas of the Republic of Moldova, with headquarters established in Chisinau.
    The mission will be composed initially of eight members. The size of the Mission may, upon decision of the CSO, and after consultations with the Government of the Republic of Moldova, be supplemented, as required. The Government of the Republic of Moldova will be informed in advance about the composition of the Mission. The Head of the Mission will provide the Government of the Republic of Moldova with a list of members of the Mission and inform it of their arrival and departure.
    The Mission will operate for an initial period of six months from the date of signing of this Memorandum of Understanding. Following recommendation of the Head of Mission, the duration of the Mission may be extended beyond the initial period, upon decision of the CSO and after consultations with the Government of the Republic of Moldova.
    Mission members will not carry arms.
    Military members of the Mission may, as appropriate, wear their national military uniform.
    The Government of the Republic of Moldova will assist the Mission members to reach any part of the Mission area, and to have access to central and local authorities, local military commanders and local populations.
    The Government of the Republic of Moldova will provide the Mission free of charge with appropriate office facilities and the accommodation for the members of the Mission.
    The members of the Mission will have access to appropriate telecommunications equipment of the Republic of Moldova for the purpose of its activities, including for communicating with diplomatic and consular representations of the sending states. Members of the Mission will enjoy the right to unrestricted communication by its own communications means (including satellite, mobile and hand-held radio). After signature of this Memorandum of Understanding the competent Moldovan authorities will without delay provide the frequencies on which radios of (he Mission will operate.
    The Government of the Republic of Moldova will be responsible, in cooperation with the other conflicting party, for the safety of the Mission and its members.
    For the purpose of conducting its activities the Mission and its members will enjoy, together with its vehicles and equipment, unrestricted freedom of movement.
    The individuals or groups seeking contacts with the Mission or its members may do so without restriction.
    When conducting their activities members of the Mission will at their request be accompanied by one or more escort officials designated by the Government of the Republic of Moldova. The escort will assist members of the Mission in carrying out their functions.
    The Government of the Republic of Moldova win provide the Mission members with diplomatic identification cards and their vehicles with diplomatic plates. In addition, the Mission members, their offices as well as vehicles may carry distinctive CSCE identification signs which will be communicated to all relevant authorities.
    The members of the Mission will refrain from any activities incompatible with the impartial nature of their duties.
    Members of the Mission will enjoy the same rights, privileges and immunities as accorded by the Government of the Republic of Moldova to diplomatic missions and personnel accredited in Moldova, in accordance with the Vienna Convention of 1961 on Diplomatic Relations. In particular, the office of the Mission and other facilities and the vehicles will be inviolable.
    Privileges and immunities will be granted to members of the Mission during their mission, and thereafter, with respect to acts previously performed during their mission.
    The Government of the Republic of Moldova recognizes the right of the Mission and its members to import, free of duty or other restrictions, equipment, provisions, supplies and other goods which are for the exclusive use of the Mission and its members as well as to re-export or otherwise dispose of such equipment.
    The Mission may recruit locally auxiliary personnel as required. Upon request, the Government of the Republic of Moldova will facilitate the recruitment of qualified local staff by the Mission. The Mission's auxiliary personnel will enjoy a status equal to that of locally engaged staff of Embassies.

    RESOLUTION ADOPTED BY THE GENERAL ASSEMBLY
    50/155. Conference of States Parties to the Convention on the Rights of the Child
    The General Assembly,
    Recognizing the importance of the Committee on the Rights of the Child and the valuable contribution of its members to the evaluation and monitoring of the implementation of the Convention on the Rights of the Child by its States parties,
    Noting with satisfaction that there are now 182 States parties to the Convention on the Rights of the Child, a figure approaching universal ratification,
    Noting that the amendment to article 43, paragraph 2, of the Convention was adopted by the Conference of States Parties to the Convention,
    1. Approves the amendment to article 43, paragraph 2, of the Convention on the Rights of the Child, replacing the word “ten” with the word “eighteen”;
    2. Urges States parties to take appropriate measures so that acceptance by a two-thirds majority of the States parties can be reached as soon as possible in order for the amendment to enter into force.
