*În vigoare pentru Republica Moldova din 3 iulie 1997

    Împuterniciţii guvernelor ţărilor membre ale Uniunii Poştale Universale, întruniţi în congres la Hamburg, avînd în vedere art. 30 paragraful 2 din Constituţia Uniunii Poştale Universale, încheiată la Viena la 10 iulie 1964, au adoptat, sub rezerva ratificării, următoarele modificări la Constituţia menţionată:
1. Organele Uniunii sunt Congresul, Consiliul executiv, Consiliul consultativ de studii poştale şi Biroul internaţional.
2. Organele permanente ale Uniunii sunt Consiliul executiv, Consiliul consultativ de studii poştale şi Biroul internaţional.

    Un oficiul central, care funcţionează la sediul Uniunii sub denumirea de Biroul internaţional al Uniunii Poştale Universale, condus de un director general şi pus sub controlul Consiliului executiv, serveşte ca organ de legătură, de informare şi de consultare pentru administraţiile poştale.

    1. Regulamentul general, Convenţia şi aranjamentele fixează condiţiile cărora le este subordonată aprobarea propunerilor care le privesc.
    2. Actele prevăzute la paragraful 1 sunt puse în aplicare simultan şi ele au aceeaşi durată: din ziua fixată de congres pentru punerea în aplicare a acestor acte, actele corespunzătoare ale congresului precedent sunt abrogate.
    1. Ţările membre care nu au semnat prezentul protocol pot să adere la acesta oricînd.
    2. Ţările membre care sunt părţi la actele înnoite de congres, dar care nu le-au semnat, sunt datoare să adere la ele în cel mai scurt termen posibil.
    3. Instrumentele de aderare referitoare la cazurile menţionate în paragrafele 1 şi 2 sunt trimise pe cale diplomatică Guvernului Confederaţiei Elveţiene, care notifică această depunere ţărilor membre.
    Prezentul Protocol adiţional va fi pus în aplicare la 1 ianuarie 1986 şi va rămîne în vigoare o perioadă de timp nedeterminată.
    Drept pentru care împuterniciţii guvernelor din ţările membre au întocmit prezentul Protocol adiţional, care va avea aceeaşi putere şi aceeaşi valoare ca şi cum dispoziţiile sale ar fi incluse chiar în textul Constituţiei şi ei l-au semnat într-un exemplar care va rămîne depus la Arhivele Guvernului Confederaţiei Elveţiene. O copie va fi remisă fiecărei părţi de către guvernul ţării de reşedinţă a congresului.

    The Plenipotentiaries of the Governments of the member countries of the Universal Postal Union, met in Congress at Lausanne, in view of article 30, SS 2, of the Constitution of the Universal Postal Union concluded at Vienna on 10 July 1964 have adopted, subject to ratification, the following amendments to that Constitution.

    1. The Union’s bodies shall be Congress, Executive Council, the Consultative Council for Postal Studies and the International Bureau.
    2. The Union’s permanent bodies shall be the Executive Council, the Consultative Council for Postal Studies and the International Bureau.

    A central office operating at the seat of the Union under the title of the International Bureau of the Universal Postal Union, directed by a director general and placed under the supervision of the Executive Council, serves as an organ of liaison, information and consultation for Postal Administrations.

    1. The General Regulations, the Convention and the Agreements define the conditions to be fulfilled for the approval of proposals which concern them.
    2. The Acts referred to in SS1 shall enter into force simultaneously and shall have the same duration . As from the dayfixed by Congress for the entry into force of these acts the corresponding Acts of the preceding Congress shall be abrogated.
    1. Member countries which have not signed the present Protocol may accede to it at any time.
    2. Member countries which are party to the Acts renewed by Congress but which have not signed them, shall accede thereto as soon as possible.
    3. Instruments of accession relative to the cases set forth in SSSS 1 and 2 shall be sent through diplomatic channels to the Government of the country in which the seat of the Union is situated, which shall notify the member countries of these deposits.
    This Additional Protocol shall come into force on 1 January 1986 and shall remain in force for an indefinite period.
    IN WITNESS WHEREOF the Plenipotentiaries of the Governments of the member countries have drawn up this Additional Protocol, which shall have the same force and the same validity as if its provisions were inserted in the text of the Constitution itself and they have signed it in a single original which shall be deposited in the archives of the Government of the country in which the seat of the Union is situated. A copy thereof shall be delivered to each party by the Government of the country in which Congress is held.
