    Guvernul Republicii Moldova şi Guvernul Republicii Albania, denumite în continuare Părţi,
    în dorinţa de a facilita intrarea, ieşirea şi deplasarea cetăţenilor între cele două state,
    au convenit asupra celor ce urmează:

Articolul 1

1. Cetăţenii unuia dintre state Părţi, titulari ai paşapoartelor diplomatice sau de serviciu, au dreptul de a intra, ieşi şi a tranzita teritoriul altui stat Parte fără viză.
2. Durata şederii fără viză al cetăţeanului unui stat Parte pe teritoriul celuilalt stat Parte, nu trebuie să depăşească termenul de 90 zile, din data intrării.

Articolul 2

Cetăţenii statului oricărei din Părţi, care sunt membri ai misiunilor diplomatice sau consulare, sau ai organizaţiilor internaţionale acreditate pe teritoriul altui stat Parte, precum şi membrii familiei acestora, titulari ai paşapoartelor diplomatice sau de serviciu, au dreptul de a intra pe teritoriul celuilalt stat Parte fără viză.

Articolul 3

Cetăţenii ţării uneia din Părţi, titulari ai paşapoartelor diplomatice sau de serviciu pot intra şi părăsi teritoriul statului celeilalte Părţi prin punctele de trecere a frontierei deschise pentru traficul internaţional de pasageri.

Articolul 4

1. Prezentul Acord nu scuteşte cetăţenii oricărei din Părţi, titulari ai paşapoartelor diplomatice sau de serviciu, de obligaţiile de a respecta legile şi reglementările în vigoare pe teritoriul celuilalt stat Parte.
2. Fiecare Parte are dreptul de a refuza intrarea sau de a limita durata şederii cetăţeanului statului altei Părţi, fără a motiva decizia luată.

Articolul 5

1. Fiecare Parte poate suspenda în totalitate sau parţial prevederile acestui Acord, din motive de securitate naţională, ordine publică sau protecţie a sănătăţii.
2. Partea care întreprinde astfel de măsuri, va informa cât mai curând posibil, dar nu mai târziu de 72 ore de când au fost întreprinse astfel de acţiuni, prin canale diplomatice, cealaltă Parte, precum şi despre anularea lor.

Articolul 6

1. Părţile vor face schimb, prin canale diplomatice, a specimenelor paşapoartelor diplomatice şi de serviciu.
2. Părţile se vor informa reciproc despre orice schimbări ale acestor paşapoarte cu 60 (şaizeci) de zile înainte de a fi puse în circulaţie.

Articolul 7

    1. Prezentul Acord va intra în vigoare în a 30-a zi din data primirii ultimei note prin care o Parte comunică celeilalte Părţi despre îndeplinirea procedurilor interne necesare intrării în vigoare a
prezentului Acord.
    2. Prezentul Acord se încheie pentru o perioadă de timp nelimitată şi va rămîne în vigoare până când una dintre Păiţi va notifica în scris cealaltă Parte, prin canale diplomatice, despre denunţarea lui. În acest caz, prezentul Acord îşi va pierde valabilitatea în a 90-a zi din data recepţionării a unei astfel de note.
    Întocmit la Porto la 6 decembrie 2002, în două exemplare originale, fiecare în limbile moldovenească, albaneză şi engleză, toate textele fiind egal autentice. În caz de divergenţe de interpretare a prevederilor prezentului Acord, textul în limba engleză va prevala.

MOLDOVAAND THE GOVERNMENTOF THE REPUBLIC

OF ALBANIA ON THE ABOLITION OF VISA REGIME
FOR HOLDERS OF DIPLOMATIC OR SERVICE PASSPORTS

    The Government of the Republic of Moldova and the Government of the Republic of Albania, hereinafter referred to as Parties,
    desirous to facilitate the mutual entry, exit and movement of the citizens of the countries of the Parties,
    have agreed as follows:

Article 1

1. The citizens of the country of either Party, holders of diplomatic or service passports, have the right to entry, exit or transit the territory of thecountry of the other Party without visa.
2. The duration of the stay without visa of the citizens of the country of either Party in the territory of the state of other Party shall not exceed 90(ninety) days from the day of entry.

Article 2

The citizens of the country of either Party, who are members of the diplomatic missions, consular offices, or international organizations accredited to the country of other Party as well as the members of their families, who are holders of diplomatic or service passports, have the right to enter the territory of the country of other Party without visa.

Article 3

The citizens of the country of either Party, who are holders of diplomatic or service passports shall enter and leave the territory of the country of the other Party through the border crossing points opened for international traffic of passengers.

Article 4

1. This Agreement does not exempt the citizens of the country of either Party, who are holders of diplomatic or service passports, from the obligation to respect the laws and regulations in force on the territory of the country of the other Party.
2. Each Party has the right to refuse the entry or to shorten the duration of stay of the citizen of the country of the other Party without motivation of its decision

Article 5

1. Each Party may, for reasons of national security, public order or health protection, suspend in whole or in part the implementation of this Agreement.
2. The Party which introduces such measures shall inform as soon as possible, but not later than 72 hours after they have been taken, through diplomatic channels, the other Party about the undertaking of such measures, as well as, about their cancellation.

Article 6

1. The Parties shall exchange through diplomatic channels specimens of diplomatic and service passports.
2. The Parties shall inform each other of any changes which occur to those passports 60 (sixty) days before the entry into force of those changes.

Article 7

    1. This Agreement shall enter into force on the 30 (thirtieth) day after the receiving of the last note by the witch one Party informs the other Party about fulfillment of the domestic procedures for the entry into force of this Agreement.
    2. This Agreement is concluded for an indefinite period of time and shall remain into force until one of the Parties notifies in written the other Party through diplomatic channels about its denunciation. In such case, this Agreement shall be terminated on the 90 (ninetieth) day after the date of receipt of such notification.
     Done at Porto, on December 6 2002 in two originals, each in Moldovan, Albanian and English languages, all texts being equally authentic. In case of divergence of interpretation of the provisions of this Agreement, the English text shall prevail.
